From Data – To AI: Data Summit Luxembourg 2025 event report
On 2 December 2025, the European Convention Center Luxembourg buzzed with energy as the third edition of Data Summit Luxembourg unfolded. After two successful editions, this year’s summit raised the bar even higher, with 22 presentations, 4 parallel trainings, and 25 speakers that brought fresh perspectives to an audience of more than 600 guests, and supported by 24 partners and sponsors.
Hosted by the Luxembourg National Data Service (LNDS), the Data Summit Luxembourg has established itself as the leading event dedicated to showcasing the vast innovation potential of data. In 2025, the summit took a bold step forward with a stronger focus on Artificial Intelligence, reflecting Luxembourg’s growing role on the European stage. This emphasis was underscored by a milestone achievement: Luxembourg’s selection to host an AI Factory, a move that positions the nation at the heart of AI-driven innovation.
With its expanded scope and scale, the third edition accelerated the conversation, setting the tone for a future where data and AI converge to unlock unprecedented opportunities.
Programme Highlights
Opening vision: Data serving people
The day began with an inspiring address by Minister for Digitalisation and Minister for Research and Higher Education, Stéphanie Obertin, who reminded the audience that data and AI must serve people - driving innovation, trust, and inclusion. She emphasised that data is the foundation of progress and called for responsible governance to ensure privacy and simplify access. European frameworks like the Data Governance Act, Data Act, and AI Act were presented as roadmaps for a future where data empowers citizens and protects rights.
Her announcements included the creation of a Single Information Point, a platform designed to make public-sector data more transparent and reusable, and the launch of the Luxembourg Data Factory, the nucleus of the national data ecosystem, directly connected to the AI and Quantum Factories to foster collaboration and innovation.

Minister Obertin highlighted 2025 as a historic milestone with the rollout of three national strategies; Data, AI, and Quantum, and stressed that Luxembourg is now in the implementation phase. Her vision:
“Data is the new oil, but only if we manage it responsibly, securely, and in a way that attracts innovative actors to our ecosystem.”

Closing her address, Minister Obertin called for shared responsibility across government, research, and industry to build a society where innovation is matched by trust and sustainability, positioning Luxembourg as a European leader in sovereign, high-impact AI.
When Finance meets AI
The programme continued with a keynote from Minister of Finance, Gilles Roth, who delivered a compelling vision for the future of finance and artificial intelligence.
“The availability and access to high-quality data, as well as effective data governance, is what will make AI systems useful and trustworthy, and our private and public actors more innovative. Our competitiveness as a country and place in tomorrow’s financial landscape depends on it.”

Minister Roth highlighted that data quality is Luxembourg’s competitive advantage in finance, and success in AI is not about building the biggest models but using them wisely

He also announced Luxembourg’s ongoing strategic cooperation with Mistral AI, a leading European player in open-access large language models focused on data protection. This partnership aims to explore how secure, open AI models can strengthen the state, the economy, and Luxembourg’s financial center.
The Never Normal: Peter Hinssen’s Wake-Up Call
Renowned keynote speaker, best selling author, and serial entrepreneur Peter Hinssen electrified the audience with his concept of the “Never Normal” era - a world where volatility is not a storm but the new climate. He challenged organisations to eliminate “yesterwork” and embrace permanent beta, a mindset of continuous learning and adaptation.
Hinssen’s insights on AI’s explosive growth were striking: from Nobel Prize breakthroughs to trillion-dollar infrastructure investments, the pace of change is unprecedented. His closing words set the tone:
“If you don’t take change by the hand, it will take you by the throat.”

AI Factory: Luxembourg’s Bold Leap
The afternoon spotlight turned to the Luxembourg AI Factory, a unique consortium approach positioning the country as a European AI hub. The panel, featuring leaders from Luxinnovation, LuxProvide, Luxembourg Institute for Science and Technology (LIST), University of Luxembourg, and Luxembourg National Data Service (LNDS), showcased how the AI Factory acts as a “guichet unique” - helping companies identify use cases, datasets, and infrastructure to scale AI solutions.
Highlights included MeluXina, Luxembourg’s supercomputer, now powering highly secure AI services for startups and banks, and soon to become 15 times more powerful.

A Broad Spectrum of Insight
Beyond these headline speakers, the programme featured a diverse range of sessions that enriched the conversation on data and AI. Over 20 plenary sessions explored themes such as responsible data reuse, sovereign data spaces, interoperability, and societal impact through public-sector data.
Panels tackled strategic priorities including AI strategies and roadmaps, data governance frameworks, and ethical innovation, offering practical insights into implementing European regulations like the Data Governance Act and AI Act.

Trainings & Workshops: Learning in action
To complement the visionary talks, the summit offered four parallel training sessions, designed to give participants practical skills and actionable insights. The choice of parallel formats was intentional: with such a broad spectrum of topics - from data stewardship to AI ethics - attendees could tailor their learning journey to match their professional needs.
These workshops transformed theory into practice. Participants explored essential skills for the data stewardship profession, learned how to design trustworthy AI systems, discovered the building blocks of sovereign data spaces, and familiarised themselves with data protection training focused on the interplay between GDPR and the AI Act.. Interactive exercises and real-world examples ensured that every session was more than a lecture, but was at first a collaborative experience.

The atmosphere was dynamic: questions sparked lively discussions, and trainers encouraged participants to share challenges from their own organisations. These short sessions were designed as introductions to key concepts, offering participants a chance to explore new ideas, gain clarity on foundational principles, and identify directions for deeper learning in future trainings.
By offering focused, hands-on introductions, the summit helped participants explore new directions and reflect on how these concepts could apply in their own contexts. For many, this was the moment where curiosity turned into inspiration for deeper learning.
Networking: Where ideas meet opportunities
Beyond the plenary sessions and parallel trainings & workshops, the Data Summit Luxembourg 2025 was designed to spark meaningful connections and create spaces where collaboration could thrive. Networking was woven into the fabric of the event, ensuring participants had multiple ways to engage, share, and build partnerships.
This year introduced Networking Sessions with a unique format: sponsors and partners stepped into the spotlight to deliver short presentations showcasing their latest innovations and services. These sessions gave attendees direct access to experts and cutting-edge solutions, opening doors to collaboration opportunities that drive impact in the data economy.
The networking experience extended beyond structured sessions. Lounge areas offered comfortable spaces for deeper conversations, while networking drinks at the end of the day created a relaxed atmosphere for informal exchanges. These moments allowed participants to reflect on the day’s insights and strengthen connections in a more personal setting.

And the dialogue didn’t stop in the conference hall, throughout the day, participants shared insights, photos, and key takeaways on social media, amplifying the summit’s impact far beyond the venue. Posts under #DataSummitLuxembourg and related hashtags amplified the conversation and created a digital layer of networking that connected the community even further.
By blending structured presentations, informal meet-ups, and online engagement, the summit ensured that networking was not just about meeting people, but was about building relationships and creating momentum for future collaboration.
